Rachael Lohrey

Rachael Lohrey brings over a decade of experience in federal litigation and public-sector leadership. She previously served as Associate Regional Counsel for Litigation at the U.S. Department of Housing and Urban Development (HUD) in Region IX, overseeing litigation across California, Nevada, Arizona, and Hawaii and leading a team of attorneys and paralegals. Her practice spanned affirmative and defensive litigation, including fair housing, employment, bankruptcy, and property law. A graduate of the Emerging Leaders in Government Fellowship, Rachael holds a B.A. in Psychology from Bucknell University and a J.D. from Santa Clara University School of Law.

Prior to law school, she worked in Employee and Labor Relations for the City and County of San Francisco and served as Deputy Chief of Staff at the AFL-CIO Housing Investment Trust, a socially responsible investment fund focused on multifamily mortgage investments that advance affordable housing and create union jobs.

She is a certified mediator and is recognized for her strategic judgment, collaborative leadership, and strong advocacy.
